У найбільш загальному розумінні пружність відображає реакцію системи на певну несприятливу подію або збурення. Використання терміну «пружність» у міждисциплінарному розрізі дозволило виділити три головні інтерпретації цієї дефініції. По-перше, «пружність» є здатність соціально-економічної системи повертатися до початкового стану. По-друге, визначення пружності ґрунтується на здатності системи абсорбувати збурення. По-третє, пружність характеризує можливість людини швидко відновлюватися після різного роду криз. Цінність концепції пружності полягає у визнанні потенційної ролі шокових впливів на процес регіонального розвитку і можливості дослідження диспропорційності регіонів за ступенем уразливості та реакції на збурення. Сформульоване визначення регіональної соціально-економічної пружності базується на таких тезах: можливості регіональної економіки протистояти або відновлюватися після ринкових, конкурентних, екологічних та інших зовнішніх шоків і повертатися на шлях стійкого розвитку; адаптивних змінах економічних структур, соціальних і інституціональних механізмів для підтримки або відновлення попереднього шляху розвитку або переходу до нового стабільного шляху; примату більш повного і продуктивного використання фізичних, людських і природних ресурсів регіону.
The purpose of the paper is to research the nature and conceptualization of the definition «regional socio-economic resilience» within the multidisciplinary approach. The study basis is dialectical analysis of the definitions «resilience of socio-economic system», functional decomposition of security mechanisms resolve system conflicts. Multidisciplinary approach and sustainable economic development paradigm are methodology basis. In the most common thinking of resilience reflects the system's response to some adverse event or disturbance. The use of the notion «resilience» in the interdisciplinary section allowed us to identify three main interpretations of this concept. First, "resilience" is the capacity of a socio-economic system to return to its original state. Secondly, the definition of resilience is based on the ability of a system to absorb disturbance. Third, resilience describes the ability of a person to quickly recover from various crises. The value of the concept of resilience is to recognize the potential role of shocks on the regional development process, and to investigate the regions disparities by level of vulnerability and response to disturbance. The notion of regional socio-economic resilience is based on the following theses: the ability of a regional economy to withstand or recover from market, competitive, environmental, and other external shocks and to return to the path of sustainable development; adaptive changes of economic structures, social and institutional mechanisms to support or restore the pre- shock way of development or transition to a new stable way; the primacy of a more complete and productive use of a region’s physical, human and natural resources.
